In this context, it is worth mentioning the role played by the Prison Security Agents (PSA) in that it may or may not contribute to a greater or lesser degree of efficiency with the reintegration / rehabilitation of the prisoner. This work it is a case study in Prison Unit Catalan-GO (UPCat), which has the overall objective to analyze the ASP contribution in the rehabilitation process of the prisoner in light of the perception of the imprisoned, the PSA and law. The study is divided into three investigative steps. First, the profile sociodemographic, academic and labor of ASP's of UPCat was obtained through the application of a questionnaire consisting of thirty-four closed questions, which after being collected and tabulated were subjected to statistical analysis Microsoft Excel 2007® and the results were presented by graphs. But the details of the perception of the PSA regarding the rehabilitation of prisoners through its routine operations in UPCat was obtained through the application of a questionnaire, consisting of thirteen open questions answered for ten PSA, the universe of thirty-eight UPCat. In turn, to analyze the perception of the prisoner on the PSA contribution in his rehabilitation, it was decided to carry out focus group with eight prisoners in the closed regime. The data collected with the questionnaire addressed to the PSA and the focus group held with inmates were analyzed through Bardin content analysis separately with three themes in common: 1) Role of the Prison Security Agent; 2) Relationship of the Prison Security Agent with the inmate and; 3) socialization of the prisoner. It was found that contribute to the rehabilitation of the prisoner is not among the legal duties of the ASP's as well, both as PSA inmates do not realize any of the PSA contribution in rehabilitation of the prisoner. However, investment in these actions by companies raises questions about the benefits they could achieve in applying such resources. One of the benefits cited from investing in sustainability actions is to improve the company's image vis-à-vis its stakeholders, increasing their credibility and making them more attractive to capital providers, which could facilitate fundraising. In turn, changes in the way of raising funds, either own or from third parties, change the capital structure of the company, giving it a new configuration and many are the determining factors that influence the way the company decides for the best composition of resources to be used. In view of the above, the question has arisen: the companies that disclose information about actions practiced to meet the premises of sustainable development (environmental preservation and social development) benefit from their funding of funds in order to change their capital structure? In this sense, this paper aimed to verify the existence of a relationship between the disclosure of social and environmental reports and the configuration of the capital structure of publicly traded companies in Brazil. Methodologically, the time series study with intervention models was used to verify the effects of the disclosure of the social and environmental reports on the composition of the capital structure, through the analysis of the third-party equity participation rates on the onerous liabilities, the cost of Third-party capital and the cost of equity, calculated on the basis of information disclosed in the companies' financial statements. Fifteen Brazilian publicly traded companies with shares traded on the BMF & BOVESPA were analyzed, and they disclosed social and environmental reports based on the guidelines of the Global Reporting Initiative. It captures the opening of the entire cycle of public policies, coordinated by the State, for the greater involvement of other actors. It adds political elements to the analysis of the field of public administration, overcoming the emphasis on managerial and financial aspects of the New Public Management and hierarchical aspects of bureaucracy. Public Governance is configured as a theory in construction, influenced by different conceptions of rationality - economic, sociological and political - causing an uncertain terrain without a single narrative full of different meanings. In this sense, requires theoretical and empirical research aimed delimitation and constitution. This work aims to contribute to this field from the survey attributes that make up the Public Governance and through empirical study on the evidence of these attributes to the development of the National Solid Waste Policy. Lack of management of municipal solid waste is among the environmental problems of Brazilian society, about 2,906 counties intended their waste to landfills. For the policy is actually implemented the participation of different levels of public administration with the business sector and other segments of society should be developed. Thus, the aim of this study is to identify the existing structure and describe how to present the attributes of public governance in the service of the National Solid Waste Policy in Catalão (GO). Among the attributes that you want to check are: formation of networks for co-production of public good (A1); pluricentric coordination with the State as enabler and facilitator (A2); argumentative deliberative democracy fomented by spaces and arenas to promote participation (A3); institutionalization of participatory decision-making arrangements (A4); and responsiveness monitored by mechanisms for transparency, accountability and social control (A5). For the research were collected primary and secondary data with representatives of organizations involved in the service of politics. Primary data was collected through semi-structured interviews with 6 representatives actors of government and the private sector. Secondary data were obtained through websites and documents drawn up in the regular dynamics of these organizations. These data were analyzed according to their content from the categorization technique (Bardin, 1977). Among the results were identified the following organizations involved in the management of municipal solid waste in Catalão: SEMMAC, third parties contracted to carry out the urban cleaning services, COOTRACAT, UFG / RC and COMDEMA. Based on the responsibility and resource sharing between them it was possible to verify that the existing structure cannot be considered a network and not an inter-set, being located between them, according to classifications proposed by Van Come and Walker (1979). In addition, it found that the government of Catalan, by fostering the creation of a governing board, was responsible for sharing responsibilities with other non-state actors, allowing a space to display the differences on the deliberations arising from environmental policies. On the institutionalization of arrangements, laws were lifted, contracts, agreements and plans that influence the management of municipal solid waste in Catalan in the 2001-2015 period and it was noticed that it has been continuously enhanced, which allows certain stability and balance existing arrangements. Moreover, it was considered the existence of mechanisms of transparency and accountability, as the Transparency Portal. This mechanism, along with the council, enables control to be performed by the company on the level of responsiveness that bureaucrats are having to meet the environmental policies in the municipality. Evaluation also plays an important role individually, helping the evaluated employees realize what their purpose is within the institution to achieve organizational goals. The research aimed to analyze the importance of individual performance evaluation in public management and an analysis of models created for these institutions that used constructivism as a basis using the Multicriteria Constructivist Decision Support Methodology -MCDA-C. In the current scenario, Martins and Cassunde (2015) state that the performance evaluation of the public servant is meeting the needs and quality of the society where it operates, and whether its contributions are aligned with the institution's strategic objectives. A multi-methodological approach was carried out, with an integrative review of works in the database of the Higher Education Personnel Improvement Coordination - CAPES, National School of Public Administration - ENAP, Online Scientific Electronic Library - SCIELO, National Postgraduate Association. Graduation and Research in Administration - ANPAD and SCOPUS, quantitative and qualitative analysis researches found regarding performance evaluation and constructivist models created for public management. There was a large gap regarding this theme with few studies developed in the last 10 years. The theme was chosen due to the relevance of the recent dynamism of agricultural cooperatives in the State of Goiás and Brazil. Through a case study, the dairy farming cooperative in the State of Goiás was investigated, specifically in the city of Catalão, currently in liquidation process. The study consisted in drawing the profile of the cooperative studied, verifying the management model adopted in the cooperative studied, and finally verifying the reason for the entry into liquidation process. Once chosen, a field survey was conducted with semistructured and unstructured interviews. With the data, we used the techniques of content analysis due to the fact that the study is qualitative approach. The data showed that the cooperative has defined the social interests of its members, since it provides the structure and services for this; in terms of economic balance sheets, it performs below expectations, mainly in terms of commercial and financial planning. When considering the liquidation process through which the cooperative is going through, one can notice an accumulation of debts by the cooperative of many years, and this added to the loss of competitiveness in the market. The cooperative also invested heavily in the social needs of its members, and the Fund for Educational and Social Technical Assistance (Fates) for this type of service is insignificant. This fact caused an imbalance between the social pole and the economic pole of the balance. The study showed that the cooperative did not elaborate a mercantile planning to sustain the business pole that is the main motor of balance. In this sense, the cooperative entered into an identity crisis with the loss of its associates in favor of companies competing in the field. This study aimed to contribute to this validation taking into account the perception of the student and the teacher of an educational institution in the city of Anapolis, Goias, which applies the discipline of game companies like closing their MBAs. field research, exploratory and descriptive supported by primary sources of evidence was conducted. To analyze the students' perception of the value added by the use of the tools of game companies in the teaching-learning process and as a management tool were developed two forms of data collection: questionnaires and conducting focus group. And to analyze the perception of teachers an interview was developed in depth with the subject teacher and founder of the Software Business. The material content analysis resulted evidence and evidence that experiential activities in the gaming companies help the assimilation of knowledge oportunizados the course, through active participation. In the perception of the student, the company's game is recognized as good and / or very good methodology. Already as a management tool, the students realize that the benefits achieved through the knowledge, skills and behaviors developed in the game are very high. In the perception of the teacher the business game allows the student a more active role, providing greater learning because knowledge is seen applied and contextualized way, besides from knowledge to relate to various other knowledge in an interdisciplinary way. We have in the promotion of QWL a motivational factor, focused on the importance of stress assessment and occupational health, which is perceived through worker satisfaction. Therefore, the objective of this study is to analyze the perception of teacher satisfaction in relation to QWL, according to the Walton Model (1973), at the Federal University of Goiás, Regional Catalão (UFG/RC). The Walton Model (1973) highlights eight criteria that allow us to define the perception about QWL in degrees of satisfaction. It is an applied research, this descriptive-exploratory, with a qualitative-quantitative approach. The first one counted on the participation of eighty teachers, and the data were collected through a questionnaire, which used the Likert scale in five categories. And the second part happened with the participation of six professors in management positions in the Special Academic Units of the University (SAUU), through semi-structured interviews, with complementary questions about the relevant questions found in the analysis of the teachers' perception in relation to the set of indicators Satisfaction with QWL. The results show that among the eight criteria, four; being these working conditions, work organization, social integration and participation; have as their perception the predominance of satisfaction and/or satisfaction among teachers. And the four remaining criteria; which include health, compensation, communication and image of theorganization; evidenced in the results not satisfaction and/or low satisfaction among teachers. Based on the analysis of the discourse, the relevant questions about QWL can be interpreted, justifying both the dissatisfied and the indifferent ones regarding the perception of this quality. Thus, the present study used the bibliographic review and the integrative review to structure decision-making within the framework of public policies within the behavioral economic analysis. Law has, among others, the scope of regulating human behavior while psychology brings the scientific study of human behavior and the economy seeks to analyze the process of decision- making of individuals in view of resources that are scarce. Aligning these three objectives with the study of public administration, we extracted elements for behavioral analysis of public managers, mainly with regard to decision making. Due to the studies, we noticed the existence of influences in decision making, called cognitive shortcuts, which have repercussions regardless of the level of education or position exercised by the individual, being the decision more intuitive than rational. At the end of the research it was possible to verify that the use of these cognitive shortcuts can assist in the decision making of the individual in relation to the public policies designed for the collective well-being.
