Abstract

This study aimed to evaluate the implementation models of Law 12.990/2014 at a federal university located in the central-western region of Brazil. The methodologies for applying the aforementioned regulation were studied, which have been developed since 2014 (the date of its enactment). Regarding the methodology, a participatory and documentary study was developed with triangulation of methods and data collection. The research project was submitted for consideration by the Research Ethics Committee, which received a favorable opinion. Data were collected from public notices for public examinations held by the institution under investigation and through semi- structured interviews conducted with black people who had joined the organization through the application of Law 12.990/2014, human resources managers, and members of the heteroidentification committee. In addition, an integrative literature review was conducted, which made it possible to map other experiences reported throughout the country. The results were presented in four articles. Article 1 – integrative literature review that sought to survey studies developed on the implementation of the quota law in federal public examinations in other institutions of the same nature. It was found that there were impasses in the application of Law 12.990/2014 in several Brazilian public organizations. Article 2 – documentary research that analyzed the notices of examinations held by the institution under investigation. It was found that there were inconsistencies in the methods for applying Law 12.990/2014 in the organization studied and, consequently, a mismatch between the percentage of 20% established by the law and the number of black people who became civil servants. Article 3 – bibliographic research that presented Law 12.990/2014 as a redistributive public policy. It was found that the procedures for applying the rule in question made it impossible to effectively enforce the law. Article 4 – participatory and documentary research that mapped, through semi-structured interviews, the methodologies used by the institution studied. The results suggest that the procedures undertaken were not effective for the actual implementation of Law 12.990/2014 in the organization evaluated. In addition, it was noted that there was a need for adjustments in the methodologies for the effective promotion of racial justice, combating inequalities and confronting institutional racism.
