Transformação institucional em uma universidade federal e a sua participação no TransformaGov

| dc.description.abstract | O cidadão necessita de um bom atendimento pelo serviço público. O TransformaGov mostrou-se uma ferramenta promissora para uma prestação de serviço aprimorada, vol- tada para a Governança e Gestão Estratégica; a Informação Corporativa; a Gestão de Pes- soas; e a Infraestrutura, Custeio e Patrimônio. Têm-se a UFCAT inserida neste contexto, por meio do seu PGT. Portanto, o objetivo deste trabalho foi o de analisar as mudanças de estrutura, comportamento e tomada de decisão organizacionais nesta instituição e como o TransformaGov trabalharia nesta evolução após a aplicação do PGT. A investi- gação foi qualitativa, descritiva e exploratória, em estudo de caso único, com pesquisas documental e bibliográfica em fontes primárias, com análise de 1 (uma) tese, 1 (disserta- ção), 1 (uma) resolução, 1 (um) estatuto, 1 (um) regimento e 6 (seis) artigos derivados de uma Revisão Sistemática de Literatura. Aconteceu uma discussão sobre as atividades- meio e as atividades-fim, utilizando a Teoria dos Sistemas de Luhmann como instrumento de debate. Resultou no desenho histórico estrutural da UFCAT, listagem e análise das atividades-meio e fim, influenciadas pelo PGT da UFCAT. Esta dissertação trouxe à luz um ineditismo sobre o TransformaGov e mostrou a sua viabilidade na UFCAT. | |
| dc.description.resumo | The citizen needs a good attendance by the public service. TransformaGov proved to be a promising tool for improved service provision, focused on Governance and Strategic Management; Corporate Information; People Management; and Infrastructure, Costing and Assets. The UFCAT is inserted in this context, through its PGT. Therefore, the ob- jective of this work was to analyze the changes in structure, behavior and organizational decision-making in this institution and how TransformaGov would work on this evolution after the application of the PGT. The investigation was qualitative, descriptive and explo- ratory, in a single case study, with documentary and bibliographical research in primary sources, with analysis of 1 (one) thesis, 1 (one) dissertation, 1 (one) resolution, 1 (one) statute, 1 (one) regiment and 6 (six) articles derived from a Systematic Literature Review. There was a discussion about middle and end activities, using Luhmann's Theory of Sys- tems as an instrument of debate. It resulted in the historic structural design of UFCAT, listing and analysis of middle and end activities, influenced by UFCAT's PGT. This dis- sertation brought to light a novelty about TransformaGov and showed its viability at UFCAT. | |
