Transformação institucional em uma universidade federal e a sua participação no TransformaGov

Abstract

The citizen needs a good attendance by the public service. TransformaGov proved to be a promising tool for improved service provision, focused on Governance and Strategic Management; Corporate Information; People Management; and Infrastructure, Costing and Assets. The UFCAT is inserted in this context, through its PGT. Therefore, the ob- jective of this work was to analyze the changes in structure, behavior and organizational decision-making in this institution and how TransformaGov would work on this evolution after the application of the PGT. The investigation was qualitative, descriptive and explo- ratory, in a single case study, with documentary and bibliographical research in primary sources, with analysis of 1 (one) thesis, 1 (one) dissertation, 1 (one) resolution, 1 (one) statute, 1 (one) regiment and 6 (six) articles derived from a Systematic Literature Review. There was a discussion about middle and end activities, using Luhmann's Theory of Sys- tems as an instrument of debate. It resulted in the historic structural design of UFCAT, listing and analysis of middle and end activities, influenced by UFCAT's PGT. This dis- sertation brought to light a novelty about TransformaGov and showed its viability at UFCAT.
