Abstract

This research seeks to investigate the implementation of ethnic-racial and social quotas (Affirmative action) at the UFG/UFCAT in Catalão (GO). Thus, this study investigates how blacks and public school students have expanded the perspectives of access to higher education at the public university in Catalão in the period 2012-2020. The methodology makes use of historically understanding the exclusion of blacks from education in general and from the University in particular and how this situation began to change with the 1988 Constitution, with quotas at UERJ and at the Federal University of Bahia, in the Presidents' Government Lula (2003-10) and Dilma (2011-16) especially with the law 12,711/2012, known as the quota law. The main objective of this research is to verify the effects of the full application of the Quota Law in the UFG-RC/UFCAT, without considering, however, any changes that occurred in the process. As it is a topic that requires knowledge from the fields of social and human sciences, this study used geography, history and law to complement the analysis. Thus, the dissertation presents an introduction, the first chapter "From slavery to freedom, misery and forgetfulness of blacks in Brazil", the second chapter "Historiography of the struggle: abolition, freedom, misery and forgetfulness of blacks in Brazil", the chapter third, "Resistance and Results, in which some of the results and final considerations are presented and discussed. Despite the setbacks suffered, it is expected that this work contributed to maintain and foster the debate on the topic based on both theoretical discussions and the results obtained, which demonstrate the effectiveness of the Quota Law as an effect of the constitutional right of access to education as one of the instruments for reducing or eradicating social inequalities and injustices in the territoriality of Brazilian society.
