The present study investigates how was it formed, implemented and developed the Municipal Program for the Eradication of Illiteracy ( PMEA ) in Uberlandia, Minas Gerais, covering 1990 to 2008. The time frame corresponds to the beginning of the program to the year in which it happened to meet EJA from 1st to 4th grade in public schools. The specific objectives were: to analyze the policy measures adopted in the Brazilian educational scene from the late 1980s, to set up the framework which allowed the creation of PMEA; characterize how has constituted historically the service for adult education in Uberlândia; demonstrate how to set up the PMEA, its implementation and development 1990 to 2008. The study was conducted using as a methodological reference to documentary and bibliographic research. In this sense, document consultations were held in the Public Archives of Uberlandia, Uberlandia City Hall and Municipal Center for Educational Studies and Projects - CEMEPE, as well as literature, especially on the PMEA. Among the documentary sources it used also to newspapers. To understand this program constitution context resumed the debate about teaching municipalization and the institution of education as a right, and we tried to mark the historic features of the proposed adult education in the country, in order to understand the reasons for structuring a project of this nature in municipal schools in Uberlândia. It was found that issues relating to the right to education, the municipalization process of education and changes in funding were factors that affected the EJA and focused on the decision of managers in Uberlândia to create the PMEA. There was also that changes in municipal administration, because of the alternation of parties in government, determined changes in the program transforming it into a public policy although marked by a series of problems.
