| dc.description.abstract | The present research aims to analyze and understand the process of territorialization and the family agricultural culture at Chico Mendes settlement in Ituiutaba (MG), starting from their socioeconomic profile. Therefore, it was necessary understand the importance of the State as a manager and creator of public policy in the region. Throughout the process, we realized that the public policy highlighted the grouping land and supported the landowner. Therefore, according the growing up of the conflicts and organization, the farm workers dispossessed resumed the political scene through the popular conflicts, the State in order to ease these conflicts created measures in favor of the Agrarian Reform, that consolidates with the creation of settlements. We can notice that most of the settlement created are much more results of the farm workers occupying lands and struggle of the socio – territorial movements than the result of an active government policy aimed to the interests of the disadvantaged agricultural classes. In Triângulo Mineiro/ Alto Paranaíba does not have difference, during the period of farm modernization the region received investments that help the production intensification, causing expropriation of the farmers, helping the action of the movements sócio-territorials, resulting the implantation of farm settlement, as the case of Chico Mendes. These investments favored the capitalized departments aimed to the international Market, aimed to dealing with imbalances of the country comercial balance. In the family production section, the results were negative, since a large part of this segment was exclude from the benefits offered by agricultural policy. In the 1990s with the introduction of the Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF), several transformations began to occur in the Brazilian agrarian field, among them, the dissemination of a new concept, the family farming. In order to standardize the farmers disadvantaged, in this sense, the rural settlements is now being consider family farmers and how they are included in the PRONAF dynamic. In the Chico Mendes settlement, the result of the struggling for the land in Ituiutaba (MG), the PRONAF was present as a subsidy to economic development and permanence of the families in the settlement. | eng |
| dc.description.resumo | A pesquisa se destinou a compreender o processo de territorialização e a reprodução da agricultura familiar no assentamento Chico Mendes em Ituiutaba –MG, a partir do seu perfil socioeconômico. Para tal fez-se necessário compreender o papel do Estado como gestor e criador de políticas públicas aplicadas ao território, ao longo deste processo percebe-se que as políticas públicas acentuaram a concentração de terras e favoreceram o latifúndio. Com o crescimento da luta e da organização, os trabalhadores rurais expropriados retomaram o cenário político por meio das lutas populares, e o Estado, a fim de amenizar estes embates, criou medidas em prol da Reforma Agrária, que se consolida com a criação de assentamentos. Nota-se que a maioria dos assentamentos criados, são muito mais frutos da ação direta dos trabalhadores rurais ocupando terras e da força dos movimentos socioterritorias, do que o resultado de uma política ativa de governo, voltada aos interesses das classes agrárias desfavorecidas. No Triangulo Mineiro/ Alto Paranaíba não foi diferente, durante o período da modernização da agricultura a região recebeu investimentos voltados a intensificação da produção, causando a expropriação camponesa, fomento para atuação dos movimentos socioterritorias, culminando na implantação de assentamentos rurais, como o caso do assentamento Chico Mendes, tais investimentos privilegiaram os setores mais capitalizados voltados ao mercado internacional, com o objetivo de fazer frente aos desequilíbrios da balança comercial do país. Para o setor da produção familiar, os resultados dessas políticas foram altamente negativos, uma vez que grande parte desse segmento ficou à margem dos benefícios oferecidos pela política agrícola. Na década de 1990 com a implantação do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF), diversas transformações começaram a ocorrer no espaço agrário brasileiro, entre elas a disseminação de um novo conceito, a agricultura familiar, a fim de padronizar os agricultores menos favorecidos, neste sentido os assentamentos rurais passam a ser considerados agricultores familiares e como tal passam a ser inseridos na dinâmica do PRONAF. No caso do assentamento Chico Mendes reflexo da luta pela terra no município de Ituiutaba – MG, o PRONAF se apresenta como subsidio para o desenvolvimento econômico e permanência das famílias no assentamento. | eng |
