Abstract
This study has as its theme the Brazilian Labor Reform: An Academic-Scientific and Opinion Leaders Analysis. Its main objective is to understand the effects of labor reform and outsourcing from the editorials published between 2017 and 2020 by the newspapers o Globo and Estado de São Paulo, focusing on the analysis of different discourses and narratives. More specifically, to build a survey about the number of studies on the themes “labor reform” and “outsourcing” published in the last two decades, and their respective authors; Develop an integrative review of the main research carried out at the national level in recent years with a theme directed to the decision-making trends of the STF. Therefore, to understand the effects of the editorial texts published between 2017 and 2020 by the newspapers O Globo and the State of São Paulo on the process of opinion formation on the implementation of labor reform and outsourcing. Its construction was guided by the following question: Considering the normative propositions of the Labor Reform law no 13.467/17, what were the effects of the narratives disseminated by the newspapers O Globo and the State of São Paulo in the process of forming the opinion of the population? This dissertation is composed of three studies. In the first one, a bibliometric review was built with the objective of investigating the current state of studies related to the theme proposed here. In the second study, an integrative review was developed, whose objective was based on the identification of the current debates about the decision-making trends of the Federal Supreme Court - STF between the years 2017 and 2020. Finally, in the third study, we sought to understand the effects of the narratives expressed in the editorials published between 2017 and 2020 by the newspapers O Globo and the State of São Paulo regarding the implementation of the labor reform in the process of forming the opinion of the population. Aguiar's Behavioral Analytical Model (2017) and Cass Sustein's assumptions (2010) were constantly used to understand the process of opinion formation, considering both internal agents of the subjects and the stimuli of the sociocultural environment in which they are located. As a result, it was possible to notice that the studies related to labor reform and outsourcing had their greatest expression in 2017, which is justified by the fact that this is the moment of approval of the reformulation of labor laws. Furthermore, the media outlets Globo and the State of São Paulo carried out an assiduous process of publishing texts in favor of and/or against the implementation of the reform, exerting a significant influence on the formulation of opinions and perceptions by the population.
