Item Análise discursiva das propostas de emendas constitucionais que versam sobre a redução da maioridade penal(Universidade Federal de Goiás, 2018-08-27) Alencar, Bianca Ayala Melo Di; Fernandes Júnior, Antônio; http://lattes.cnpq.br/9030434824436730; Fernandes Júnior, Antônio; Stafuzza, Grenissa Bonvino; Solazzi, José LuizThe present work aimed to study thematic regularities extracted from sections of Constitutional Amendment Proposals number 74, 2011, number 33, 2012, and number 21, 2013, which seek to propose a reduction majority. We intend to describe the thematic regularities, aiming at their statements based on an archaeogeneal approach, developed and discussed by the philosopher Michel Foucault. Considering this, we use part of Foucault ́s "toolbox" for discourse analysis (DA), which includes: the notions of statement, discourse, device, effects of truths, strategies, relations of power, security device and how war got entangled in the discursive plot. The analysis were conducted since the proposals are related to statements such as violence, fear and insecurity. Essentially, the analysis were carried out from a theoretical contribution thought by the philosopher in The Archeology of Knowledge (2008) aiming on problematizing the various discursive strategies used in the course of such bills in order of sanctioning those these amendments. It was the occurrence of enunciate regularities in the PECs, as well as the reappearance of other statements coming from legislations such as the Child and Adolescent Statute and the Penal Code, with significant displacements in their justifications. The study provided an analysis of the strategies used in the relations of power that foment the teaching of a law that proposes the reduction of criminal majority. Violence and fear were spoken and constructed discursively as a strategy to make major changes on the law. The analysis also allowed us to think about the historical discontinuities made possible by the discourses, among them the reappearance of the term “public revenge”. It was analyzed how to allow oppressive voting with the objective of promoting security for the population in response to fear and savoring the society of which it is a part of. As a result, we obtained the understanding that the discursive strategies employed by the Federal Senate, in its various subject positions, whether through regularity or contradiction,allowed the appearance of other PECs with the same regularity in the form of a new event. Therefore, we conclude that the safety devices also function as processes of exclusion logic for young people involved in criminal practices, since the commitment to the implementation of the Child and Adolescent Statute was not mentioned.
