To answer this question, it is presented as a general objective to diagnose the management of intellectual property and technology transfer in the federal institutions of education in the state of Goiás. The research was based on literature of technological innovation, the Triple Helix model proposed by Etzkowitz and Leydesdorff (2000), the norms of science, technology and innovation in Brazil, empirical research that dealt with university-industry relationship, technology transfer and intellectual property management. The field of research was formed by the Federal University of Goiás, the Federal Institute of Goiás and the Goiano Federal Institute. State laws were collected that had as object the activities of science, technology and innovation and the relationship between research institutions and industry. Internal norms published by the institutions studied and dealing with the same subject were also collected. In addition, interviews were carried out with the managers of the technological innovation centers - NIT - of the UFG and the IFG. The research concluded that there is a structure focused on innovation and technology transfer activities at the Federal University of Goiás, at the Federal Institute of Goiás and at the Goiano Federal Institute, but the data collected indicate that the personnel structure is still insufficient. Production of industrial property products is still incipient when compared to public institutions of higher education in the Southeast, and that the existence of an organizational structure of internal norms that regulate innovation and technology transfer activities have not yet resulted in effective interaction university-industry and nor in concluding contracts of assignment or licensing that could generate financial resources for the institutions.
