A cultura feita por mulheres e as políticas públicas feitas para a cultura: perspectivas femininas no cenário cultural brasileiro

Abstract

This thesis investigated and analyzed cultural promotion policies and mechanisms proposed by the Brazilian federal government since 2003, from the perspective and lived experiences of 25 women who identify themselves as culture makers, residing in the cities of Araguari, Uberlândia, and Uberaba, located in the Triângulo Mineiro region of Minas Gerais. Adopting a qualitative approach, the methodology of this study was based on action research, aiming to answer the following questions: How do these women interact, through convergence or friction with public policies for the cultural sector? How do they perceive the presence or absence of women within cultural public policies? What nurtures, sustains, weakens, challenges, and drives the cultural production chain from a female perspective? The theoretical framework is primarily grounded in the cultural legacy of women such as Lélia Gonzalez (2020), Sueli Carneiro (2023), Lia Calabre (2019), among others. Fieldwork revealed that cultural experiences also expose other pressing issues, such as access to education, the fight against structural racism, the precariousness and undervaluation of cultural professionals, among others. The results reinforced the need for greater alignment between the symbolic, civic, and economic dimensions, aiming to consolidate state cultural policies that guarantee the right to culture for all. By proposing an attentive and empathetic listening, the corpus was built around understanding how sociocultural interactions occur and whether there is a dialogical exercise between the culture produced by women and the public policies designed for culture.
