Agenda ambiental na administração pública: uma análise da Universidade Federal de Catalão

Abstract

A3P was created in 1999 by the Ministry of the Environment, with the aim of reviewing consumption patterns and adopting new sustainability references in public bodies. The program is structured around the following thematic axes: rational use of resources and public goods, awareness and training of public servants, adequate management of waste generated, quality of life in the workplace, sustainable public purchasing and sustainable constructions. In this sense, the Agenda is a Federal Government strategy to build a new institutional culture to insert principles of socio-environmental responsibility at all levels of public administration. The program is essentially voluntary in nature and UFCAT had its adherence to the A3P formalized in July 2022. The objective of this work was to analyze the filling system on the Ressoa platform and UFCAT adherence to the guidelines proposed by the A3P, seeking to identify the difficulties, in practice, to collect and quantify data relating to the consumption and use of resources required by the current platform model and carry out the application of a checklist on the University's adherence to the Environmental Agenda, in order to identify management procedures that are in accordance with the requirements of the program. To this end, data was collected using questions contained in the model adapted from the checklist by Freitas et al. (2011). The results show that UFCAT meets 27.78% of the indicators of the thematic axes of the Environmental Agenda and that the main difficulties are in the axes relating to the rational use of resources and public goods and the adequate management of waste generated. The best congruences between the program's directives and the actions of the studied University were identified in the awareness and training actions and in the quality of life of the employees in the study environment. As a result, it is noted that UFCAT has been inserting sustainable practices into its daily routine and that this work will serve as a basis to assist managers in making decisions to comply with A3P directives, given that the IES has potential and desire for construction of a new institutional culture taking into account the principles of socio-environmental responsibility.
