Item O proinfância como política de acesso á educação infantil nas cidades do sudeste goiano(Universidade Federal de Goiás, 2017-06-12) Pires, Angela Maria Barbosa; Flores, Maria Marta Lopes; http://lattes.cnpq.br/4172815311655078; Flores, Maria Marta Lopes; http://lattes.cnpq.br/4172815311655078; Gonçalves Neto, Wenceslau; Tartuci, DulcériaThe Early Childhood Education is presented in the National Education Guidelines Law - LDBEN 9394/96, as the first stage of Basic Education, called daycare for the three-year age group and pre-school for children between four and five years of age. For the realization of this right, it is essential to implement public policies aimed at this stage of education. The National Program for the Restructuring and Acquisition of Equipment for the Public School Network for Early Childhood Education, created in 2007, inserts in the scope of public policies as enabling access to Early Childhood Education. Goal 1 of the National Education Plan 2001-2010 is challenging because it establishes until 2016 the universalization of Early Childhood Education with full attendance at pre-school, children from 4 to 5 years old, and at least 50% for children from 0 to 3 years. The Program offers prefectures and the Federal District standardized architectural projects in observance of the criteria for the construction of day care centers that meet the needs of this clientele. This work intends to analyze the access to Early Childhood Education in six cities of Southeast Goiania from the implementation of the Program and to respond to the contributions of the Program Proinfância as a policy for access to Child Education in Southeast Goian, it is presented the interweaving of public policies that Compose the appearance of the Program, description of its implementation process, analysis via enrollment number of the scope of the program in municipalities that have units in operation. Based on the documentary analysis and enrollment data collected in the official bodies, it can be seen that although Proinfance is unprecedented, with relevant involvement of financial contributions and of national scope, its action is not as effective as it could be to reduce the Early Childhood Education it is possible to conclude that after its insertion in the PAC (Growth Acceleration Program) there was a reduction of bureaucracy in the pacing process, streamlining the process for municipalities, however, the low number of completed works compromises compliance with the PNE Target 2014- 2024, mainly for day care. The data indicate that although the Program does not constitute an end, but a means, the challenge of promoting access to Early Childhood Education still falls almost entirely to municipalities, especially the major centers.
